They may have waited for years, but if they came before 1924 it wasn't because they were waiting for a visa. More likely they didn't have passage money. Prior to 1924 there were no restrictions on immigration by country. Except for Chinese and Japanese.

the current birth rate here is disturbingly FAR BELOW 2.1 per couple.

Actually, as of 2008 the US fertility rate was 2.1 per woman, the relevant metric. I believe this is by quite a bit the highest in the developed world.

Some other wealthy, and some not so wealthy, countries are near 1.0 and still dropping.

Of course, the births in America are not evenly distributed across the population. Feminists, homosexuals and liberals are much less likely to reproduce than average. For some of the groups that are more fertile, it's not necessarily positive for society as a whole. If you catch my drift.

I believe it was the EARLY Romans who prohibited several classes of people from holding public office: Those of illegitimate birth (bastards), eunuchs and homosexuals. (That unfortunately changed leading up to the fall.)

The late Romans (Byzantines), OTOH, used enunchs extensively, even as generals, often quite successfully.

The rationale was that a eunuch, even an extremely powerful one, could not establish a new dynasty, so had no reason to overthrow the Emperor, and was therefore more likely to remain loyal.

OTOH, any truly competent full male general was a huge threat to the Emperor's power and life, as was shown many times over the course of the Empire.

Thus the incentive that made eunuchs inappropriate to hold power under the Republic made them more attractive in the (late) Empire.

This also happened in Quincy MA. A Saudi couple had a Sri Lanken woman living in their apartment as a slave. They were charged with the crime of actually Holding someone as a SLAVE, a Constitutional Federal Offense. It was quite a scandal at the time.

They do not make sense to the average thinking person.
