What is it, in particular, that makes a difference of the fourteen days between one of the two?

I’m not sure I see where those fourteen days are specifically accounted for...

I think I understand.

Chanukah is always the 25th of Kislev.

Last year the 25th of Kislev was the 22nd of Dec.

In 2007 it was the 5th of December.
