Too bad that his eloquence is wasted on Kennedy, who is stupid even for a notoriously dim-witted clan. As you noted in your second comment, this is intended to impress local Catholics. It is also intended to set the bar higher for other bishops and, with a national audience, Catholics throughout the US.
