Try THE MESSAGE version:

Exodus 28:36-38 (The Message)

The Turban, Tunic, Underwear
36-38 “Make a plate of pure gold. Engrave on it as on a seal: ‘Holy to God.’ Tie it with a blue cord to the front of the turban. It is to rest there on Aaron’s forehead. He’ll take on any guilt involved in the sacred offerings that the Israelites consecrate, no matter what they bring. It will always be on Aaron’s forehead so that the offerings will be acceptable before God.

It’s merely God’s rule for them at that time. If the Israelites goofed somehow in their offering . . . or perhaps even deliberately short changed God . . . this gold emblem on Aaron’s turban would signify that God would overlook the problem because of His relationship with Aaron, in behalf of the people.

In a sense, even though it was a kind of structured law issue, it was also emphasizing that RELATIONSHIP was God’s priority—and His RELATIONSHIP with Aaron was illustrative to the Israelites as a very high priority worthy great support and respect—for their sake.

Sort of like Aaron was the Pope, or something.
