Soto just got installed here in Sacramento. I don't know much about him, however, he cannot be all bad. In the heat of the gay marriage repeal campaign he got invited to some kind of gay-friendly quasi-Catholic group, and laid down the law for them very nicely. Apparently, him being Hispanic he is presumed to be liberal, and maybe on the economic issues he is, but that speech was very solid catechism. The gay conference regretted they invited him.

Bishop Soto’s defense of Church teaching at gay ministry conference draws attendees’ ire

However, Soto didn't speak out on the Notre Dame scandal.

Surely anyone will be an improvement in LA.

LA is a liturgical disaster whose poisons have spread far and wide through, among other things, their yearly liturgy conference.
The archdiocese badly needs a authentic bishop, whose liturgy, unlike that of the dissident Mahony, is truly Catholic.
