Can a business operate in a way that isn’t profit-oriented, and stay in business without an outside power compensating for its lack of enthusiasm for profit?

Neither the Church, the Pope, nor the encyclical condemn the making of profit. How many times is it necessary to repeat this fact?

"Those responsible for business enterprises are responsible to society for the economic and ecological effects of their operations. They have an obligation to consider the good of persons and not only the increase of profits. Profits are necessary, however. They make possible the investments that ensure the future of a business and they guarantee employment".

Catechism of the Catholic Church #2432

It does condemn the exploitation of others in the pursuit of profit and its elevation to an end in itself.
