Is it an unfortunate accident that in the last forty years I have never heard of a call to such fervent prayer, much less an instance of collective prayer in the Church for this intention?”

Yes Catholics should pray fervently for the continued celibacy of its priesthood.

As a point of information, celibacy is a mandatory discipline only in the Latin Church. The Eastern Catholic Churches allow married men into the seminary but only after a lengthy examination of the marriage. My Maronite Catholic pastor's grandfather was a married priest; he, on the other hand, chose the celibate life.
