The Church should not promote any government action or attitude for or against illegal immigration.

Wrong. Teaching people to obey both God's law and the law of man and thus render unto Caesar what is Caesar's is part of the Church's responsibility.

2241 The more prosperous nations are obliged, to the extent they are able, to welcome the foreigner in search of the security and the means of livelihood which he cannot find in his country of origin. Public authorities should see to it that the natural right is respected that places a guest under the protection of those who receive him.

Political authorities, for the sake of the common good for which they are responsible, may make the exercise of the right to immigrate subject to various juridical conditions, especially with regard to the immigrants' duties toward their country of adoption. Immigrants are obliged to respect with gratitude the material and spiritual heritage of the country that receives them, to obey its laws and to assist in carrying civic burdens.

The Church must treat the illegals on the same terms as it treats anyone else.

Sounds like a USCCB relativist talking point.

The Church should deal with the individuals. The Church is not an enforcer for the government.

Nope. It is a religious viewpoint as opposed to a political viewpoint. I believe the government should crack down on illegal immigration and secure the border. Employers of illegals should see jail time, etc. I vote with that in mind.
The Church is in a different business. Should the Church in Rome of yore have turned the illegals in its congregations over to the Romans? They were breaking the law.
