It comes from the Bible.

Whether it's appropriate for the congregation during Mass is a judgment call by the Authorities, but it's certainly appropriate to prayer by one-and-all in general.

Actually, the Orans posture is restricted to the Priest. Not even the Deacon is supposed to do it during mass.
