Are We Reprobate, Yet? (Ecumenical Vanity)

From Romans Chapter 1:

25They exchanged the truth of God for a lie, and worshiped and served created things rather than the Creator—who is forever praised. Amen.

26Because of this, God gave them over to shameful lusts. Even their women exchanged natural relations for unnatural ones. 27In the same way the men also abandoned natural relations with women and were inflamed with lust for one another. Men committed indecent acts with other men, and received in themselves the due penalty for their perversion.

28Furthermore, since they did not think it worthwhile to retain the knowledge of God, he gave them over to a depraved mind, to do what ought not to be done.

Who is the Apostle St. Paul speaking of? Is this why homosexuality is becoming accepted as normal in the West? Is this a judgment of in itself? Western nations that once were enlightened by the gospel and embraced it(at least on the surface) are now given over to shameful lusts due to idolatry / open rebellion towards God revealed through Jesus Christ? Think about America and Great Britain. Christians here are not being scorned and persecuted by ignorant pagans but by sons, daughters, grand children, great grandchildren, etc of Anglicans, Presbyterians, Catholics, Baptists, etc. God help us all.
