I recommend reading the comments on Philemon in the Zondervan Faith in Action Study Bible. "Rather than exerting his authority to bend Philemon's will to his own, Paul made an appeal based on Philemon's relationship to Onesimus as "a brother in the Lord." That is the Christian way--reforming minds of individuals, not revolution to achieve "social justice." Another factor is that about 1/3 of the population in the Roman Empire consisted of slaves, and the Romans punished escape or rebellion by death. As viewers of the movie Spartacus know, encouraging slave rebellion might have meant a gruesome death by crucifixion for thousands.
