"Or perhaps the entire doctrine needs to be reexamined." Of course doctrine can't change, the Catholic Church simply does not have in the deposit of Faith a divine revelation on the matter.
It does have the words of the Holy Spirit that God desires all men to be saved, so one can clearly hope with good reason that somehow they will be.

"somehow they will be" (saved). = The infants that is.
( I didn't mean we can hope that all men will be saved, Scripture is clear they won't be)
