Tell me what is the difference between innocent and a victim of circumstances? What is the difference between actually targeting a suppose innocent (On purpose mind you) and a victim of circumstances?

How do you go about confronting evil that is aggressive and hell bent to wipe you out but not be defensive as well as aggressive in defending yourself? Is everyone really innocent by the way (A Clint Eastwood quote comes to mind)?
