I think it’s a scam. When we look at ND’s invitation for Obama to speak and receive a degree I think it’s asking a lot to want us to think the church didn’t know.
This spells out to everyone why abortionists are allowed to stay in the church.

Not sure which part of this you believe is a scam, but one thing this whole issue demonstrates is the beauty of the idea of papal infallibility. No pope has ever evaded or soft-pedaled the evil of abortion. Bishops as individuals, thank Heaven, can be as stupid or as evil as any other liberals.
Abortionists are "allowed to stay in the church" because nobody on earth has the authority to remove another person from the church, not even the pope.
However, anyone who commits an abortion or aids in the commission of an abortion is automatically excommunicated, so while they may "stay in the church," they are prohibited from receiving the sacraments until they repent.
By contrast, the most notorious abortionist in the United States, George Tiller "The Killer" is a full-fledged member in good standing of, and a regular communicant at, Reformation Lutheran Church (ELCA) in Wichita, Kansas. Do with that what you will.
