He is talking about how the Saints at the time were not doing well in living the teachings of Christ.
Of course, there are many who want it to say what you say it says.

Parse it out and show where Taylor was saying talking about the mormons not doing well in their faith as opposed to what is clearly said about Christianity (especially in your expanded quote).
