That’s not what Heperi was saying at all.
Heperi said that Hardy’s excommunication called BYU’s attention to Hardy. I believe Hardy made the excommunication public. A person excommunicated from the church is, on the face of it, not qualified to attend BYU. Hardy knew the excommunication was coming when he reenrolled at BYU. And, even if he hadn’t known it was coming, he knew he was not qualified to reenroll. But he did it anyway.
Heperi was in no position to review the excommunication. That is between Hardy and his bishop. But Hardy doesn’t want his excommunication reviewed, does he?
Heperi gave Hardy a chance to tell BYU why he should have been permitted to enroll at BYU despite the excommunication. He couldn’t or would do that.
