It will establish the principle that the government defines what is and what is not acceptable exercise of the freedom of conscience.
We are looking at this from different perspectives.
I agree that obviating freedom of concience is a grave evil.
They will probably keep some rudimentary protection, such as that doctors, are not forced to actually commit abortions.However, there is much evil they can do just short of that:
-- hospitals might be required to offer abortions in order to maintain their certifications
-- OB-GYNs might be required to refer to abortion mills if they are not willing to commit abortions themselves
-- nursing staff might be required to assist in committing abortions done by a willing "doctor"
-- pharmacists might be required to sell abortifacients
-- moral objection to handling non-abortifacient contraception (e.g. condoms) might be completely invalidated (it is under assault in many states already)
