Yes, but it’s latae sententiae. What some Catholics are starting to feel is necessary is public excommunication. It’s one thing for you to know in your conscience that you have divorced yourself from God and are not in a state of Grace...and for any priest who knows it to deny you Communion. Quite another, more dramatic, seldom-used discipline for a bishop to formally bring an action of excommunication. The Church does not throw its weight around in that regard, and it’s dangerous to do so, as in the Church’s view it has the power to potentially send someone to hell. This is much more serious than politics.
However, stopping short of excommunication, at the very least bishops should be enforcing Canon 915 and instructing all their priests to deny Communion to outspoken, persistent promoters of abortion like Biden, Kerry, Pelosi, Kennedy, etc. They can be denied Communion and it would be an incredibly powerful statement to the confused faithful and even to non-Catholics, without having to go anywhere near formal excommunication.
