Thank you for sharing your concerns, but no, Jesus does not disagree with Himself.

Matthew 7:12 So in everything, do to others what you would have them do to you, for this sums up the Law and the Prophets.

The love of neighbor is subordinate to the love of God – indeed, loving one’s neighbor is the necessary result of loving God.

Jesus said unto him, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind.

This is the first and great commandment.

And the second [is] like unto it, Thou shalt love thy neighbour as thyself.

On these two commandments hang all the law and the prophets. – Matthew 22:37-40

More specifically, we love God because He first loved us. And we love our neighbor because we love God:

Whosoever shall confess that Jesus is the Son of God, God dwelleth in him, and he in God.

And we have known and believed the love that God hath to us. God is love; and he that dwelleth in love dwelleth in God, and God in him.

Herein is our love made perfect, that we may have boldness in the day of judgment: because as he is, so are we in this world. There is no fear in love; but perfect love casteth out fear: because fear hath torment. He that feareth is not made perfect in love.

We love him, because he first loved us.

If a man say, I love God, and hateth his brother, he is a liar: for he that loveth not his brother whom he hath seen, how can he love God whom he hath not seen?

And this commandment have we from him, That he who loveth God love his brother also. – I John 4:15-21

Love is the first fruit of the Spirit Who indwells us. And without Him we can do nothing.

But the fruit of the Spirit is love, joy, peace, longsuffering, gentleness, goodness, faith, Meekness, temperance: against such there is no law. - Galatians 5:22-23

Abide in me, and I in you. As the branch cannot bear fruit of itself, except it abide in the vine; no more can ye, except ye abide in me. I am the vine, ye [are] the branches: He that abideth in me, and I in him, the same bringeth forth much fruit: for without me ye can do nothing. – John 15:4-5

But ye are not in the flesh, but in the Spirit, if so be that the Spirit of God dwell in you. Now if any man have not the Spirit of Christ, he is none of his. - Romans 8:9
