Yes indeed, they can go to confession have their sin of voting for baby murder forgiven. Any and every sin can be forgiven, if there is acknowledgment of guilt, repentance, and a true intention of amendment: avoiding sin and avoiding the "near occasions" of sin.
God is merciful. As Scripture has it, "A broken, contrite heart He will not spurn."
