Hey, Dr. Eck: Leave him alone. In this context, “I believe...” plainly means “I could be wrong, but to the best of my recollection...”

No. the context is someone who is thinking of becoming a Catholic said it. So it's a lie. Or a sign of brain damage. Or both.
