It started before that. About the time of the American Revolution, the Enlightenment was becoming quite found of contraception.
That, and many in high society practiced it for centuries before that. Venice is an example.

I wish I could remember the idiot state senator (Democrat) from Philadelphia who filibustered the legalization of birth control in PA back in the 1960s.
