The Bible is not ever shown as something given to each individual of the community.
It is shown that it is God's intention that His people be blessed by the daily reading/hearing of His Word.Deuteronomy 6:6 And these words, which I command thee this day, shall be in thine heart:
7 And thou shalt teach them diligently unto thy children, and shalt talk of them when thou sittest in thine house, and when thou walkest by the way, and when thou liest down, and when thou risest up.
8 And thou shalt bind them for a sign upon thine hand, and they shall be as frontlets between thine eyes.
9 And thou shalt write them upon the posts of thy house, and on thy gates.
They DID NOT have fully canonized Bible's until the fourth century. They had scrolls of what they thought to be inspired, and they used oral tradition passed from the Apostles to verify some of it.
There were NOT thousands of copies of theses scrolls given to each community of the Church either.
Your modern mindset fails to recognize the important role tradition played in giving us the Bible in the first place
