Well, the pope was pretty much at the mercy of the emperor, and Rome had been roughed up by Lutheran mercenaries employed by the emperor.

Lutheran mercs who were working for the Emperor Charles, who was a Roman Catholic, and attacked Rome.

The mercs were often not much of anything. Many switched sides and clergy depending on who was paying the most.
