If, as the Bible is best interpreted, the 4th kingdom of Daniel is the Roman Empire, which I think it is, then we must look at the actual Roman Empire and not at some European federation.

There is nothing in the bible that says, "European Federation." But, we do know who is the Prince of the people to come....Rome. We do know the 7-hilled city...Rome.

The Roman Empire was primarily the nations of the Mediterranean basin. On the northern shore, now European; on the southern and eastern shores, now Arabic.

Here is a paragraph from an article on the "Barcelona Process" link Interestingly in involves a fledgling union of nations, "The Five Plus Five." (Note: 5+5=10)

That's certainly a possibility. The article does have this caveat for those who think they have it all figured out:

Some have speculated that the 10 kings referred to in this prophecy will be leaders of 10 regions of the EU that will redraw the boundaries of Europe, ending the present nation-states. The Bible is not clear on exactly which 10 regions or nations will configure the final revival of the militaristic Roman superpower—only that this new superpower will indeed emerge just before Christ's return.
