That would be "independent" Catholic Bishop Romolo Braschi of Argentina who was excommunicated by the Vatican in 1998 and Rafael Regelsberger of Austria, who received his episcopal orders not from the Vatican, but from Braschi.

A major stumbling block was overcome when Bishop Romulo Braschi of Argentina (regarded by the Vatican as schismatic) agreed to ordain them. That ordination, on the Danube River near the town of Passau on the border between Germany and Austria, marked the beginning for Roman Catholic Womenpriests.
