Catholicism also defines “improper use” of Mary’s name and the saint’s names as violations of this commandment, correct? If so, why was this omitted?

The Hebrew is "Do not carry the Lord's name in vain", which would most importantly mean, don't fake at living a Godly life on the one hand, yet lead actually an un-Godly life on the other.
