It doesn't matter if it is "approved", it is typical of Catholic behavior toward sighting of Mary. I've seen pictures of that behavior in other place that have been approved. While the church doctrine regarding Mary doesn't require that specific behavior, the policy lays the foundation of engaging in that behavior and the church encourages it by not even covertly discouraging it. In other words they allow, and even in some cases, support, these idolistic practices.

None of this is Biblical, and even preached against in the Bible.
