I don't know of many Protestants who would disagree with that. In fact, the essence of that statement was a tenet of Sola Scriptura and the Reformation...

The problem is that firstly Protestants suggest that the Bible is the complete unabridged faith manual (which the origins of the New Testament make plain isn’t the case and wasn’t intended to be), and secondly they assume that any given INDIVIDUAL receives the Holy Spirit at whim, which the Bible never claimed. The Bible mentions that Christ would send the Holy Spirit to his Church. Frankly that makes it questionable whether folks separated from the church even receive it.
