Yes it is. But that statement in no way counter-acts his previous statements about/to Peter. We merely see that Peter is still human and does not think as God thinks. That is Peter's problem in 16:23. In no way does that undermine or eliminate his leadership amongst the Apostles. Context is important, in its entirety.

I'm sure you don't realize it, but your showing why Sola Scriptura is so important, rather than relying on mere men to present an unbiased view. In this case, where RC's wrongly claim Peter is the ROCK you ignore the preceding passages.

However,even your own catechism recognizes the Rock is Jesus and our salvation is based in Faith in Him as the Christ and that Peter was not the Rock but that his faith was like a rock.

424 Moved by the grace of the Holy Spirit and drawn by the Father, we believe in Jesus and confess: 'You are the Christ, the Son of the living God. On the rock of this faith confessed by St. Peter, Christ built his Church.

Also, if you read Mark 8:27-30 & Luke 9:18-20 you will find Jesus is not elevating Peter to any special status.
