Presumably it will be but perhaps with some qualifications. We won't know until it is promulgated, published, and has gone through all the various commentaries about what it means. Then, to see whether and how individual bishops respond and apply it locally.
However, if it materializes as described in such rumors it will be a BIG step in the battles over the traditional Latin Mass, the rights of priests to say it, and the rights of lay Catholics to attend. It will help if the Pope himself speaks with clarity on the issue. And he should for the good of the Church and the spiritual welfare of Catholics.
