Merely reflecting the human connection between Paul and us. People having been visiting Paul's tomb--and Peter's -- since the 2nd Century, after it became safe of them openly to display their faith. The Roman catacombs are full of memorials to the martyrs, and church services were held in them with the tops of tombs serving as altars.
