Most definitely not..... I believe that its power is found in the willingness of the wearer. My family and I fellowshipped with plain-dressing mennonites for nearly a year not too long back. It was a really neat experience.
We are to worship the Lord in Spirit and in Truth and I believe we have leeway to do that without the return of the law. Forcing people to comply is, well let's just say, Talibanish
Mennonites are truly a God loving; people loving precious people.
Not that they have arrived in all respects, by any means!
We have started drawing Mennonites to our area in Central New York, as well as Amish. There's a church in Madison, NY. I've often wanted to go there just to see how they do worship. I'm sure it's a lot different from ours (smile). They make windows and install them, also small buildings. They're very industrious and self sufficient. I like that.
A woman and her three daughters in our Spirit-Filled church wore a covering on the back of their heads for a couple of years. She said God told her to do that as an act of submission. When He told her they could remove it, they did. I saw a lot of growth in her during that time.
