Paul addresses the question of how poeple come to faith: Pas gar hos an epikalesetai to onoma kuriou sothesetai.
Pos oun epikalesontai eis hon ouk episteusan;
pos de pisteusosin hou ouk ekousan;
pos de akousosin xwris kerussontos;
pos de keruxosin ean me apostalosin;

It sounds to me like Paul in Romans says that listening to Apostles -- those sent -- is a critical part of coming to call on the Lord. AS near as I can tell, the Bible suggests listening to those who are sent.
