God expects us to forgive because we have been forgiven. The Lord's Prayer is for the sons of God, not the world. It is "Our Father" not to "Whomever this may concern".

Amen and bump to the particular, personal, predestined love of God for each of His sheep by name.

No, He expects us to forgive before we ask for forgiveness. Your Bible version is misleading you into false theology. The original (Greek) Lord's Prayer says:

And forgive (afeV)...as we have forgiven (afhkamen)

The merciful (those who have shown mercy and forgiveness) shall receive mercy (the Beatitudes).
