The Falls Church and Truro have acted within the scope of the Dromantine Communique

I have a great deal of respect for Graham Kings and Fulcrum, but I think Dr. Kings is dead wrong here. The Falls Church and Truro are taking advantage of an avenue opened by the primates in paragraph 15 of the Dromantine Communique. These departures do not, therefore, "upset" the Windsor "Process" but rather they lie fully within the scope of Windsor as the primates recieved and defined it at Dromantine.

The article linked below written by Graham Kings was recently published by Fulcrum and republished (by permission) on the Global South Anglican website.

Here is the first paragraph.

Global South Anglican: Splitters United or Patient Pressure? - Dr Graham Kings

Last week two large, historic evangelical churches in the Washington area began moves to leave The Episcopal Church. They wish to put themselves under the jurisdiction of the Anglican Church of Nigeria (of which the Convocation for Anglicans in North America is part). Although the pressures on evangelicals in the US are great, upsetting the ‘Windsor Process’ by these new ‘trans-communion interventions’ is regrettable at this delicate stage in Anglican reshaping [emphasis mine]...

Be sure to read the rest of the article. Dr. Kings seeks to discourage Church of England evangelicals from following the examples set by The Falls Church and Truro. Granted, the situation is somewhat different in England, but Mr. Kings analysis seems incomplete. It reads almost as if it were written before Dromantine when the only document orthodox Anglicans had to work with was the Windsor Report itself.

The Falls Church. You may have heard of it. GW as alderman, used as a stable by the Union.

Bullet holes still visible.

I was baptized at The Falls Church by Rev. Yates in 1986.

My family now attends Church of the Apostles, which grew out of Truro.

I have friends at The Falls Church...whose parents are in the vestry.

Further in the article Graham Kings adoringly quotes John Stott.
"My hope is that in the future, evangelical leaders will ensure that their social agenda includes such vital but controversial topics as halting climate change, eradicating poverty, abolishing armories of mass destruction, responding adequately to the AIDS pandemic, and asserting the human rights of women and children in all cultures.

I hope our agenda does not remain too narrow."

"What no souls to save in Lambeth?" Dr. Stott.

I couldn't really see any basis for that in the story at the link. He is either ignorant of the situation in America, or he is a willing tool of the 'progressives'. His expressed support for women (shouldn't it be womyn?) Bishops in the CoE suggests that the latter is correct.
