There is no scripture which states that Paul ever personally appointed an Elder/Bishop. Sorry, it is just not there.

Check out 2 Timothy 1:6:

For which cause I admonish thee, that thou stir up the grace of God which is in thee by the imposition of hands. [i.e., ordination]

Nice try but that passage was written to Timothy who was an evangelist, not a Elder/Bishop, and referred to the miraculous gifts of the Spirit which he had received from the hands of Paul. Keep looking, but it is just not there.
