I answer you with this.

Now how indeed can those who never heard the Gospel from man hear it and know GOD's calling? These are not the same as ones who have heard the Gospel preached to them with understanding and then reject it. These come as children with very limited understanding. A child knows their father but does not understand their father until they are taught. Christ taught well on the mind of a child and their innocence.

I understand what Graham is saying and I think he's right. There is a vast difference between a people or person who has heard the WORD preached and rejected it and ones who have not heard it, long for it even seeking it as we are shown in the Bible. You don't have to be a Biblical Scholar to receive salvation but rather the humbleness and heart of a child. I also believe like him in this

“I’m going to leave that to the Lord. He’ll decide that”

For it is not mans place to judge who and who not enters the Kingdom of Heaven.
