Excommunication would be the next logical step, after ECUSA's next gencon. I am certain that Rowan Williams will do what is best for the communion at large, even if it means excommunicating all of the USA and Canada. That would send a clear message not only to the errant provinces but to the whole of Anglicanism. We have biblical standards, and they are non-negotiable.
