Call me skeptical. The SSPXers are going to want to be able to celebrate the Traditional Latin Mass anywhere in the world without the indult - private or public.

I agree, and I believe Pope Benedict XVI will state that the 1962 Missal has never been abolished or banned, and all priests anywhere may say the TLM.
That said, many Bishops (just as now) won't allow the TLMs in their parish churches and there will be difficulties because of it. But at least a papal directive would move access along and provide a necessary stipulation to bring about a regularization of the SSPX. The SSPX also needs assurances that they won't be treated like the FSSP and what occurred with Protocol 1411. A way around that is some type of organizational structure with a reporting relationship to Rome.
