The biggest hindrance to church-planting in the Continuing churches is the short supply of clergy. The REC and APCK (and APA too, I think) have seminaries, so they're not 100% dependent on converts, but the seminaries are still relatively small.

I've discussed this particular issue with our bishop, as our church is a full 12-hour drive (if you time it right) from the next nearest APCK parish.
