I don't see why the matter needs to be studied. This was a foundational principle of seminary admissions policy before the 1960s.

If Damiano could brief Leo IX on this matter in 1049, why does O'Brien need to brief Benedict XVI in 2005?

Just decree it formally all over again and be done with it.
