If this is all it is, from the SSPX side, this would be over long ago. It isn't now, and it was not then.
People like to make little empires, no matter what is agreed to and signed off, a sizable chunk of the SSPX will continue the schism. No matter what is declared, you can't be in union without the consent of the other side. Like a teenage girl who has a hopeless crush who unilaterally declares undying love, the SSPX can't unilaterally declare union.
