I would presume that it has to do with the fact that this year August 15th occurs on a Monday - that is, the day following Sunday. Unfortunately, in many regions it appears that bishops will give a dispensation for what are otherwise Holy days of obligation when they occur right after Sunday.
Not saying I agree with it, or that it is a smart thing to do, just that this is what is happening in many regions of the country.
