The four instruments of unity in the Anglican Communion are
1) annual meetings of the primates
2) the Anglican Consultative Council
3) the Lambeth Conference
4) the Archdiocese of Canterbury
Frank Griswold is currently persona non grata to too many at the primates meeting. In fact, the Eucharist was not celebrated at the last meeting because the CAPA primates refused to break bread with Griswold and Hutchinson. Technically that constitues a schism. The 1st instrument of unity is effectively broken.
ECUSA and Canada have been reduced to observer status at ACC meetings. They now have no say in the business of the two key committees that are the backbone of the ACC. The second instrument of unity is effectively broken.
If Archbishop Akinola and the rest of the CAPA primates wouldn't break bread with Griswold in Ireland, then unless something dramatically changes, there's no way the African bishops will break bread with the non-Network North American bishops at Lambeth 2008. The third instrument of unity is on life support.
Finally, it may come down to the orthodox telling ++Cantuar that ECUSA, Canada and their allies are out. If England wishes to remain with them, then England is out as well. Now who resolves this questi0n- the Primate of All England (Rowan Williams), the Supreme Governor of the Church (Elizabeth Windsor), or the Parliament (currently led by Tony Blair)? Either way, if the other three instruments have broken, the the fourth one is a goner.
