I would not be at all surprised if step two is the introduction of "civil rights" legislation designed to force churches to perform baptisms on demand. Perhaps not with criminal penalties per se, but as a requirement to retain such things as tax-free status. And when that happens, the result may well be a situation similar to that of China - the 'state approved' Catholic Church and the underground Catholic Church, persecuted and martyred for the faith.

I doubt that the persecution would be as dramatic as in China, but the end state of an offical church and separate underground church is possible.
