But it doesnt say adultery, it only says divorcess. Do you think they mean both people that got divorced? Even the one that didnt commit adultery?

It seems to be an old understanding regarding what marriage really is:

"Whoever divorces his wife and marries another commits adultery against her;
and if she divorces her husband and marries another, she commits adultery."

Looks simple enough.
