The North American provinces are being asked to justify two developments in their provinces: the authorisation of public rites of blessing of same-sex unions and the consecration of a non-celibate homosexual man living in such a union (cf The Windsor Report, TWR paras 135 and 141 and Primates Statement 2005). Such a case cannot simply appeal to their cultural context or their adherence to their own legal processes for justification.
It must be based on the sources of authority that we as Anglicans have received in scripture, the apostolic tradition and reasoned reflection. ( 135)
It must demonstrate to the rest of the Communion why their proposal meets the criteria of scripture, tradition and reason and demonstrate such developments constitute growth in harmony with the apostolic tradition as it has been received.

The hearing is required not because the Communion has no teaching or believes its teaching is in need of revision but rather because the provinces have abandoned that teaching with no attempt to explain their actions to the wider Communion and thus have breached the bonds of communion and torn the fabric of the Communion at its deepest level. ...
