The Church has made explicit provision that under certain and VERY limited circumstances, some Prots may receive Communion.

Besides, as you likely know, the Pope IS the author, and supreme judge, of Canon Law and retains sole jurisdiction over liturgical practice.

IIRC Blair is married to a Catholic and Blair is reputed to be a practicing Anglican.

Liturgical practice doesn't include blasphemy and sacrilege.

How does one give Communion to someone who is not a member of the Church, has not had his sins forgiven,is not in a state of grace, is an unapologetic supporter of abortion rights and contraception, and does not hold the Catholic belief in the real presence?

Canon Law has no legitimacy if it condones sacrilege. And a Pope that knowingly engages in this behavior can only be of one or two mindsets. He doesn't believe in the real presence or he is a blasphemer.
