OK, if you don't want to play "Guess the author", then I'll tell you that the following passage:

actually comes from your favourite Council - Unitatis redintegratio (Decree on Ecumenism) Chapter II sec 6.

So, returning to your original statement:

how exactly do you propose that it was the Holy Spirit who led the Council Fathers to assert that there are deficiences in conduct, discipline and "even in formulation of doctrine"?

Never before has a Council undermined its own authority to the extent of admitting "deficiencies" in the formulation of doctrine. If they really believed that doctrinal formulations have been deficient, then that must apply equally to the verbiage that they were spewing forth.

What value can the decrees of Vatican II really have, if the very men who were formulating them believed that they were subject to deficiency?

Did the Holy Spirit fail to guide previous Magisterial formulations of doctrine? Or did He fail to guide the Father's of Vatican II in their prognostications?

Or maybe the Holy Spirit did guide Vatican II as you suggest and He simply led the bishops to confirm that He had messed up before when He obviously led the Church astray into deficient doctrinal formulations?

Thank goodness the Holy Spirit is so humble and has now admitted to the error of His ways by giving us Vatican II!!!
